Russia has passed a new law by which you have to present valid picture ID (passport) in order to browse the internet. The ID has to be presented to ISPs to be verified by the government.

here is a translation of this story:

The Russian the section of the Internet will cease to be anonymous: access can be will be obtained only after the presentation of passport. The rules of the rendering of services to connection on the transmission of data, affirmed by the government of Russia on 23 January 2006, are introduced into the action from 1 July, 2006. Any user of the Internet will be entered into the government database.

First subscriber will give to provider the statement, in which he indicates personal info, including ID. All these information is checked by ISP and the Government. Information about the user, including both the personal info, and the information about the cost for the connection, traffic and payments, will be accessible to the federal security service (but sometimes also MVD).

Using information about the users, it will be possible to determine, who used one or site or another, what pages were looked, who writes on the forums under the pseudonyms, who uses free mail, who searched for specific keywords on the Internet that or other information, etc.

Even if the majority of clients does not agree to reveal its information the Internet providers, they will still transfer the required info to the authorities.
